Summary
The principle of constitutionality of the nations and the federal form of government create a unique political system of Bosnia and Herzegovina. The authors tried to point out the most important features of the political institutions of Bosnia and Herzegovina, generated by such a system, explain them and present their consequences which have occurred both in theory and in practice. Focal point where these features are most prominent are the elective system, the composition of the institutions and decisionmaking, as well as their responsibilities.
The selection and composition of the political institutions of Bosnia and Herzegovina are based on the principle of equality of constituent nation, while the human rights and freedoms of the "Others" are neglected. In decision-making, there appears to be a problem of different nature. Wide possibilities for the blockade of state institutions for the purposes of protecting national interests have been set up which opened the way to abuse. Finally, in the context of comparative federal constitutionality, what distinguishes Bosnia and Herzegovina is a handful of responsibilities of state institutions, but the Constitution also provided mechanisms for their expansion.
